WHC is dedicated to community-based services. It is governed by a nine member board of directors, which sets policy for the organization. Board members volunteer their time and services and come from all over Wyoming. They are representatives of Wyoming counties (divided into population based regions) in which family planning services are provided. Board members have neither financial nor personal investment in any of the family planning clinics. The Council subcontracts with the local community health organizations which in turn operate the clinics and provide the services. These agencies receive public funds to provide services.
