- Details: At the Jefferson County Fourth Street Health Center (JCFSHC), we believe that people without insurance deserve quality, compassionate healthcare, regardless of their ability to pay. As a 501(c)(3) volunteer- based health center located at the corner of Fourth and Ross streets in downtown Steubenville, JCFSHC provides free health care for residents of Jefferson County who are uninsured and who have chronic health issues. To be eligible for free care at JCFSHC, patients must: Be a resident of Jefferson County; Between the ages of 18-64; Have no form of health insurance; Meet Federal Poverty Guidelines established by the U.S. Department of Health and Human Services; Show an Ohio picture ID; Provide proof of income or no income. Patients who meet eligibility requirements do not have to pay for an office visit or for medications provided during that visit, JCFSHC asks patients to make a $5 donation to cover supplies for our office; however, patients are not turned away if they are unable to make a donation.
